At 89, Zhao Dexin should have been enjoying his retirement after a successful career as an economic historian.
But, for the past three years, Zhao has waged a legal battle against the China National Knowledge Infrastructure (CNKI), a digital library after discovering that it acquired more than 100 of his research papers without his consent.
It was a lopsided fight, with the odds against Zhao.

China slashes quarantines for international travelers in Covid control test
China launched pilot programs in Shanghai, Guangzhou and six other cities to test looser quarantine requirements for residents in locked-down communities, travelers from outside the country and the close contacts of confirmed Covid-19 cases, a government document shows.
However, frequent nucleic acid and antigen tests will be carried out during the reduced quarantine period for those individuals as well as professionals stationed in some specific posts with high risk of infection, according to a document released by the State Council, China’s cabinet.

Traffic on China’s expanded Europe stock connect is one-way so far
Two months after China expanded its stock connect program to link its equity markets with Switzerland and Germany, Chinese companies have shown far more enthusiasm for listing in Europe than their foreign counterparts have displayed toward Chinese mainland markets.
Four manufacturers have so far disclosed plans to issue global depositary receipts (GDRs) in Switzerland — engineering machinery maker Sany Heavy Industry Co. Ltd., medical equipment manufacturer Lepu Medical Technology (Beijing) Co. Ltd., new-energy vehicle battery maker Gotion High-tech Co. Ltd. and battery-materials maker Ningbo Shanshan Co. Ltd.

China’s credit growth rebounds faster than expected in March
China’s credit expanded faster than expected in March as Beijing turned to monetary easing to boost a sluggish economy amid a resurgence of Covid-19 outbreaks.
Banks extended 3.13 trillion yuan ($491.4 billion) of new yuan loans in March, up 154% from February’s 1.23 trillion yuan and higher than the 2.72 trillion yuan projected by economists polled by Caixin, according to data released Monday by the People’s Bank of China.

Exclusive: Former Shenzhen head of China Construction Bank taken away by graft busters
Wang Ye, a former president of the Shenzhen branch of China Construction Bank Corp. (CCB), was taken away by anti-corruption authorities, sources with knowledge of the matter told Caixin Tuesday.
The case of Wang, who spent seven years in charge of the branch in the southern metropolis, is the latest to involve personnel from CCB, one of China’s largest state-owned banks.

CAAC vows to strictly implement Covid flight circuit breakers
China’s civil aviation regulator vowed to firmly stick to the “dynamic Zero-Covid” policy and general strategy to “prevent imported cases and resurgence of internal cases” as the country battles the worst pandemic outbreak in two years.
In addition to strictly implementing flight circuit-breaker measures, the Civil Aviation Administration of China (CAAC) will further tighten closed-loop management and airport area prevention and control measures, the regulator said Monday at a press conference.
Since the beginning of 2022, China has suspended 664 international flights, about 40% of the total number of suspended flights since circuit-breaker measures were put in place in June 2020, the CAAC said.

Regional Chinese coal giant steps closer to bankruptcy reorganization
Embattled coal giant Chongqing Energy Investment Group Co. Ltd. and 15 of its subsidiaries filed a court petition for restructuring Monday, a major step in the company’s march toward bankruptcy reorganization in the wake of debt difficulties that emerged early last year.
The company is now waiting for the court’s approval to bring in third parties to help it negotiate with creditors, according to an exchange filing (link in Chinese) by its listed entity, Chongqing Gas Group Corp. Ltd.
